1/2 cup butter, divided
1/2 cup white sugar
1 cup milk
2 cups all-purpose flour
3 teaspoons baking powder
1 teaspoon baking soda
3/4 cup butter flavored shortening
2 cups white sugar, sifted

Preheat the oven to 350 degrees F (175 degrees C). Grease cookie sheets.
In a medium bowl, cream together the butter, white sugar and milk. Beat in the flour and baking powder. Stirring constantly, make a well in the center.
In a small bowl, beat the margarine. Stir in the melted butter mixture. Mix in white vinegar. Mix in milk chocolate chips. Drop cookies by:
Piecing the cookie about 1/2 around a small spoon. Cut each cookie one at a time to create holes in the center. Place cookies 2 inches apart onto cookie sheets. Arrange cookies upside down onto cookie sheets.
Bake for 28 to 32 minutes in the preheated oven, or until a wooden spoon inserted in the center comes out clean. Allow cookies to cool completely before cutting into 1/2 inch squares.
