Preheat oven to 350 degrees F (175 degrees C).
In a medium bowl, combine sugar, water, and cinnamon. Stir in the eggs, one at a time. Combine flour, baking soda, cinnamon, salt, nutmeg, and 1/2 teaspoon salt. Stir in the yogurt, milk, and vanilla; mix until well blended. Spread the batter evenly into the bottom of a 9x13 inch baking dish. Then layer the cranberries, walnuts, and walnuts.
Bake 20 minutes in the preheated oven, until a toothpick inserted into the center comes out clean. Cool before serving.
