Preheat oven to 350 degrees F (175 degrees C).
In a medium bowl, combine water, garlic, nutmeg, white wine, olive oil, garlic, basil, oregano, oregano, cayenne pepper, oregano, red pepper flakes, hot chile pepper and oregano.
