Preheat oven to 375 degrees F (190 degrees C).
Place butter in a medium saucepan and heat over medium heat until hot. Stir in olive oil, brown on all sides. Stir in olive oil, olive oil, garlic, tomato, sugar, vinegar, lemon juice and lemon zest. Bring to a boil. Reduce heat to low; add milk and brown uncovered on all sides. Stir in clam shells. Bring to a boil, reduce heat to low, cover and simmer 15 minutes, stirring occasionally.
