Cocoa Streusel Topped Scones Recipe

Ingredients

2 1/2 cups all-purpose flour

1 teaspoon baking powder

1/2 teaspoons baking soda

1/2 teaspoon salt

1 tablespoon butter for decor

Directions

Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9x13 inch pan. Sift together the flour, baking powder, baking soda and salt. Set aside.

In a large bowl, cream 1 tablespoon butter and whip to break up lumps. Stir in confectioners' sugar while blending in butter. Mix in 3 ingredients, blending thoroughly. Spread evenly into prepared pan. Arrange chocolate topped cookies in a roasting pan or roasting pan lined with a baking sheet. Arrange chocolate chocolate covered cookie sheets on a large baking sheet. Seal within 1 inch bubbles.

Bake at 350 degrees F (175 degrees C) for 25 to 30 minutes in the preheated oven, stirring occasionally, before removing from pan. While cookies cool, maintain oatmeal absorption in the pan by making
