Preheat the oven to 350 degrees F (175 degrees C). Blend together the remaining ingredients; set aside.
In a large bowl, cream together the butter, brown sugar, eggs, and vanilla until light and fluffy. Mix in the flour, baking powder, and baking soda. Beat in the milk and sugar until well blended. Beat in the melted butter. Mix in the flour mixture alternately with the flour mixture, keeping a strong consistency. Drop by rounded spoonfuls onto cookie sheets.
Bake for 12 to 14 minutes in the preheated oven, or until set and slightly brown. Cool cookies on wire racks. Moving them around can help keep them from scorching. If you like your cookies a little crunchy, flip them. Store cookies in a glass or plastic container.
