1 1/4 cups boiling water
1/4 cup lemon juice
1 cup lemon juice
1/2 cup milk
1 cup light brown sugar
1 teaspoon baking powder
1 teaspoon baking soda
1 teaspoon salt
1/2 teaspoon lemon zest
1 tablespoon water
1 1/2 teaspoons lemon juice
1 teaspoon orange zest
In a small saucepan, bring boiling water to a boil. Add lemon juice and lemon juice to remaining lemon juice and lemon juice. Bring mixture to a boil, stirring occasionally. Reduce heat to low. Cover, and simmer for 2 minutes. Remove from heat.
In a large bowl, combine lemon juice, brown sugar, lemon zest, water, lemon juice, orange zest and lemon zest. Stir together and let stand overnight. Store in refrigerator.
