1/2 cup white sugar
1 cup all-purpose flour
4 tablespoons margarine
1 tablespoon baking powder
1 teaspoon baking soda
1 cup milk
1 egg
1 teaspoon vanilla extract
1 teaspoon lemon zest
1 cup all-purpose flour for topping
Preheat oven to 350 degrees F (175 degrees C). Grease muffin cups or line with paper muffin liners.
In a medium bowl, beat butter or margarine, brown sugar, then mash in flour, sugar, baking powder, baking soda; beat milk, egg and vanilla until smooth. Stir flour mixture into butter mixture, stirring just enough to get the flour to moisten the bottom of the muffin.
Spread batter into prepared muffin liners. Spoon topping over batter.
Bake in preheated oven until firm, about 20 minutes. Serve warm.
