1 cups all-purpose flour
3/4 teaspoon baking powder
1/2 teaspoon salt
1/8 teaspoon baking soda
1/8 teaspoon ground black pepper
3/4 cup butter
1 1/2 teaspoons vanilla extract
1 cup packed dry milk chocolate (e.g. Martha Stewart)
2 cups powdered sugar
1 teaspoon vanilla extract
1 cup white chocolate chips
1 cup mini marshmallows
Preheat oven to 350 degrees F (175 degrees C). Grease or spray 8x8 inch baking pan.
Sift together the flour, baking powder and salt. Stir flour mixture into baking soda and pepper mixture. Mix well. Spread mixture in prepared pan.
Bake in preheated oven pans for 10 minutes. Remove from oven and let cool with wire racks in the coolers. Spread marshmallows on bottom of prepared pan and top with white chocolate chips and mini marshmallows. Refrigerate until serving.
