Preheat oven to 350 degrees F (175 degrees C).
In a large bowl, mix the ground beef, onion, bell pepper, green bell pepper, yellow bell pepper, and tomatoes with green chile peppers.
In a medium saucepan, bring water to a boil. Stirring constantly, bring to a simmer, reduce heat, and simmer, stirring constantly, for 10 minutes. Remove from heat, and stir in the tomatoes with green chile peppers, tomatoes with green chile peppers, diced tomatoes with green chile peppers, tomatoes with oregano, basil, oregano, rosemary and tomato paste. Stir until well blended.
