Heat oil in a large skillet over medium heat. Stir in onion, garlic, basil, oregano, basil, pepper and salt and pepper. Saute until tender, about 5 minutes.
To make sauce: Heat oil in a medium saucepan over low heat. Stir in salt and pepper and heat until hot. Add basil, oregano, basil, pepper and salt. Stir and cook until heated through.
