Preheat oven to 350 degrees F (175 degrees C). Grease cookie sheets.
With a large spoon, mix together brown sugar, light brown sugar, orange juice, lime juice and butter. Stir until smooth, then smear orange zest over brown sugar mixture. Sprinkle over whipped cream.
Spread evenly onto prepared cookie sheets.
Bake in preheated oven for 30 minutes. Reduce oven temperature to 350 degrees F (175 degrees C). Bake an additional 30 minutes or until golden. Cool completely. Cut into bars.
