1 cup uncooked long-grain white rice
2 teaspoons onion powder
1/4 teaspoon salt
water to cover
1 pound lean ground beef
2 tablespoons white sugar
Preheat oven to 400 degrees F (200 degrees C).
In a medium bowl, combine rice, onion powder, salt, and water to cover. In a mixing bowl, combine the flour, milk, flour, and sugar. Salt mixture will be quite sticky.
In a 9x13 inch baking dish, spread a layer of the sauce mixture over the bottom of the dish. Layer another layer of the ground beef. Put a third of the diced plum tomatoes over the ground beef mixture. Top with a fourth of the diced red bell pepper. Slide another layer of diced tomatoes over the ground beef, and finally, add a fifth of the tomato with beef and ground beef. Repeat the whole process until all 6 sheets of tomato paste are used. Repeat from all on top, coating well.
Bake in preheated oven for 30 minutes, or until meat is evenly brown and nice and cooked all around.
