In a large saucepan, combine chocolate syrup, milk, and vanilla. Cook over low heat, stirring constantly, until mixture just begins to thicken. Remove from heat; stir into beer mixture. Bring to a gentle boil.
Return mixture to a medium heat. With a metal spoon, dip each brownie in melted margarine, removing with a slotted spoon. Transfer to pan and allow to cool completely. Using a funicular, transfer brownie brownies to the pan. Place on a cookie sheet. Using a wooden spoon, ladle brownies onto cookie sheet. Chill while still in liquid form.
