Place beef flank in a shallow dish or bone serving dish.

Layer with 1/4 cup cheese, salt and pepper mixture and tomato mixture. Press the rice and beans in the pan, allowing them to soak up all the grease. Season with garlic powder, paprika and parsley.

Season to taste with salt and pepper seasoning blend, garlic powder, paprika salt, olive oil and salt and pepper seasoning. Pour or drizzle the oil along with the celery mixture.

Bake at 350 degrees for 1/2 hour or longer, or until internal steaks are well-done and meat is no longer pink and liquid is no longer spattered. Top steak with Caesar salad and serve with Caesar salad dressing.
