2 tablespoons vegetable oil
1 cup diced onion
1 cup diced celery
1 cup diced green bell pepper
2 tablespoons chopped fresh cilantro
2 tablespoons chopped fresh parsley
2 tablespoons chopped fresh cilantro
1 cup plain flour
1/2 teaspoon salt
1/2 teaspoon dried basil
1/2 teaspoon crushed red pepper
1/4 teaspoon ground black pepper
1/4 teaspoon granulated sugar
4 (8 inch) flour tortillas
Heat oil in a large skillet in a large skillet. Cook onion, celery, green bell pepper and cilantro until tender and golden brown; stir in. Season with parsley, cilantro, parsley mixture, flour, salt, basil, crushed red pepper, black pepper and sugar.
Dissolve onion mixture in water and pour over tortillas.
Cover skillet and cook over medium heat until heated through. Serve warm or cold.
