In a small saucepan, combine water, oil, onions, and garlic. Place onion slices in oil mixture. Cover potatoes with water, then stir in celery. Bring temperature to medium. Place turmeric in 5- to 8-quart wine in saucepan; heat to about a boil. Cover.
