Preheat oven to 350 degrees F (175 degrees C). Preheat oven to 350 degrees F (175 degrees C). Keep an oven thermometer in the center of each oven roll.
In a large bowl, cream together the butter, sugar and vanilla until light and smooth. Beat in the heavy cream, milk and whipping cream. Combine the flour, chocolate chips, lemon zest and lime juice, then slowly drizzle mixture over Rolls (do not unboil rolls).
Bake Rolls at 350 degrees F (175 degrees C) for 20 minutes, or until golden brown.
