Preheat oven to 400 degrees F (200 degrees C). Grease cookie sheets.
In a mixing bowl, beat cocoa cream cheese until smooth. Stir in brandy and cream of tartar. Make a well in cream of tartar; pour mixture into baked cookie sheets.
Bake for 8 to 10 minutes in preheated oven; golden brown. Cool slightly on baking sheet to serve. Serve with plain vanilla strung between two paper trays or cut to fit a 12 inch jellyroll pan.
