1 (10 ounce) package cream cheese, softened
1 cup mayonnaise
2 tablespoons dried basil
1/4 cup olive oil
1 onion, thinly sliced
1 green bell pepper, seeded and chopped
1/2 teaspoon dried oregano
2 tablespoons white sugar
3/4 cup grated Parmesan cheese
1/4 cup Italian-style salad dressing
Place cream cheese in a small bowl. Mix mayonnaise, basil, olive oil, onion, bell pepper, oregano and sugar. Pour over the cream cheese and coat well. Sprinkle mixture over pasta. Cover and refrigerate for at least one hour.
Preheat oven to 350 degrees F (175 degrees C).
Place vegetable steamer in steamer basket. Remove knife from steamer basket and place steamer over medium heat. Add water and vinegar, and cook until tender, about 30 minutes. Remove steamer from heat; stir steamer into cream cheese mixture, stirring to break up clumps.
