In a large pressure cooker, combine onion, garlic, parsley, bacon, salt and water. Bring to a boil. Reduce heat to medium-low and cook until tender but not done, 5 to 8 minutes. Stir in cooked onion/garlic mixture and tomatoes, basil and basil. Add additional basil and water, if necessary. Simmer for 2/3 to 3/4 hours.
