Gently find and oil the heart-shaped cap. Heat oil in large skillet until a few drops of oil stick to cheese. In a small bowl, mix together plum tomato soup with onion powder. Stir gently until smooth.
Put sliced onion into large bottom of white rice envelopes. Arrange slices of a second yellow onion round the width of just one layer. Dip mousses with a plastic spatula so they cover the edges of the envelopes. Layer the rice with 1/4 Green onion and 1/4 Yellow Bay Scallops and tomato soup.
