3 cups water
1/3 cup white sugar
2 teaspoons vanilla extract
1 cup butter
3 1/2 cups all-purpose flour
1 tablespoon baking powder
1 teaspoon baking soda
1 teaspoon salt
Preheat oven to 375 degrees F (190 degrees C). Grease and flour two 8 inch pie pans.
In a large saucepan, combine water, sugar, vanilla extract, butter, flour, baking powder and baking soda. Mix thoroughly. Stir in salt. Pour mixture over pie crust, covering completely.
Bake in preheated oven for 25 minutes.
