1 medium tomato
2 green onions
1 large red onion
1 large red bell pepper
1 quart water
1 tablespoon vegetable oil
1/2 teaspoon salt
1/2 teaspoon white sugar
Cut the tomatoes in half and halve. Place them in the bottom of a large bowl. Place a slice of tomato into the tomato half with the green onion, red onion and red pepper. Fold the peppers and tomato halves over the tomatoes. Pour the water over the tomato halves. Cover, and refrigerate until serving.
Heat oil in a small skillet over medium heat. Add a layer of chopped tomato halves and peppers. Pour the vegetable oil over the tomato halves. Pour the salt and sugar over the oil. Stir the mixture together, and serve immediately.
