1 (2 pound) package uncooked long-grain white rice
1 tablespoon vegetable oil
1 tablespoon white sugar
1 (14.5 ounce) can beef broth
1 teaspoon salt
1 teaspoon ground black pepper
Preheat oven to 350 degrees F (175 degrees C).
In a heavy saucepan or stock pot, combine oil, sugar, and broth. Bring to a boil, then reduce heat to medium-low. Bring to a boil, then reduce heat to low and simmer, uncovered, for 20 minutes.
Meanwhile, bring a large pot of water to a boil. Add rice, and stir. Cover, and cook 1 minute, or until done. Drain water, and stir in meat. Return rice mixture to pot.
Cook beef, and stir in 2 teaspoons salt, 1 teaspoon pepper, and 1 cup water. Simmer for 5 minutes, then stir in reserved broth and 1 cup water. Simmer for an additional 5 minutes, or until heated through. Stir in rice mixture.
