1 pound ground beef

Preheat oven to 350 degrees F (175 degrees C). Lightly grease an 8x8 inch baking pan.
In a medium bowl, combine the beef, 1 1/4 cup of sugar, and salt. Cook over medium heat, stirring occasionally until the mixture is pink and thick. Add the vinegar, evaporated milk and 1 cup sugar. Stir together until the mixture has a thick consistency.
Pour the cornstarch into a large bowl. Stir in 3/4 cup sugar, flour, and egg yolk mixture. The mixture will thicken, so do not remove the bowl from the heat. Stir in the vanilla, salt, and 1/2 cup of milk.
Divide dough into four even portions. Starting at the long side, roll each portion over the flour until evenly distributed. Divide the dough into a 32x8 inch rectangle, pinch strips from the ends so they cannot be twisted. Using a biscuit or wooden pick, poke a hole in the center of the dough. Pour about 1 cup of the cornstarch over the dough, gently shaking the pan.
Transfer the remaining 1 cup of cornstarch over the thickened dough, and sprinkle 1/4 cup of milk over the top. Using a pastry bag, pipe the sound of rolling the dough into balls down the sides of the pan, about 10 minutes.
Bake for about 20 to 25 minutes in the preheated oven, until a knife inserted comes out clean. Let cool completely before slicing.
