In a medium saucepan over low heat, warm the oil and oil the onions in the oil. Then stir in the paprika, Worcestershire sauce, Worcestershire sauce, paprika, horseradish, basil, hot water, salt, pepper and ground white pepper. Bring to a boil, then reduce heat and simmer 15 minutes, stirring occasionally.
