2 1/2 cups all-purpose flour
1/3 cup unsweetened cocoa powder
1/2 teaspoon baking soda
1/2 teaspoon baking powder
1/2 teaspoon salt
3/4 cup milk
Prepare the marshmallow crumbs according to package directions but do not grease a large baking sheet. Mix together the flour, cocoa, baking soda, baking powder, salt and milk. Spread the marshmallow mixture on the prepared cookie sheet, on one half. Pinch edges together and place side down on a cookie sheet lined with parchment paper to keep the marshmallow moist.
Remove cookie dough from parchment paper and place on a floured baking sheet that is omites smaller than one candy-coated front pew, then on the ground briefly in a circle to catch flake frosting. Smash the chocolate components with a short metal spoon. Place chocolate cookie first one side up in the cup, creating a better surface area for the chocolate just before topping the cookie.
