Preheat oven to 350 degrees F (175 degrees C). Grease cookie sheets.
In a large saucepan, combine butter, white sugar, eggs, brown sugar, vanilla extract, lemon juice and lemon extract. Mix until well blended, then stir in white sugar and chocolate chips.
Drop by rounded spoonfuls onto the prepared cookie sheet. Bake for 3 minutes in the preheated oven. Cool for a minute on the baking sheet before removing to wire racks to cool completely.
To make the brown sugar glaze: Grease cookie sheets. Stir together brown sugar glaze, butter, 3 cups flour, baking powder, baking soda and 1 cup white sugar. Let cool for a minute on the baking sheet before removing to wire racks to cool completely.
