2 cloves garlic, minced
1 teaspoon onion powder
1 teaspoon dried basil
1 bay leaf
1 teaspoon dried oregano
1 teaspoon dried red chile pepper flakes
1/4 teaspoon salt

1/3 cup water
1 (8 ounce) container sour cream
In a small stockpot, combine chili, tomato sauce, green onions, garlic, onion powder, basil, bay leaf, oregano, red chile pepper flakes, salt, orange juice, and water. Heat to boiling, reduce heat, cover, and simmer one hour.
Stir in the sour cream; bring to a boil, reduce heat, and simmer 15 minutes or longer to complete the cooking. Serve with tortilla chips or into a broad glass serving dish.
