1 pound unsalted butter, softened
1 cup white sugar
1 tablespoon baking soda
2 teaspoons ground cinnamon
1 teaspoon ground nutmeg
2 cloves garlic, minced
4 tablespoons all-purpose flour
1/3 cup milk
1 teaspoon grated lemon zest
Preheat oven to 350 degrees F (175 degrees C).
In a large bowl, cream together the butter, sugar, baking soda and cinnamon and mix in the baking soda, cinnamon, and nutmeg. Stir in the garlic and lemon zest.
Roll the butter mixture into a ball. Place one ball of butter on each greased muffin cup. Roll and roll the cinnamon rolls in the remaining flour. Place a teaspoon of lemon zest on each roll.
Bake in preheated oven until a toothpick inserted into center of each rolls comes out clean, about 10 to 12 minutes. Cool before removing from pan.
