1 1/2 cups all-purpose flour
1 teaspoon baking powder
1 teaspoon baking soda
1 cup shortening
1/8 cup white sugar
1 egg
1 egg yolk
2 cups confectioners' sugar
1 teaspoon vanilla extract
1 teaspoon milk
3 tablespoons butter
2 1/2 cups milk chocolate syrup
Preheat oven to 350 degrees F (175 degrees C). Grease and flour 2 4x8 inch muffin cups. In a large bowl, cream together 3/4 cup of the shortening. Mix in the white sugar, egg yolk and 2 cups of flour. Beat in the flour mixture, creating a well. Stir in the egg mixture. Fold in the cocoa and evaporated milk; pour batter into prepared pans.
Bake in preheated oven for 19 to 20 minutes. Remove muffins from oven and sprinkle with chocolate sugar and chocolate syrup.
