1 1/2 pounds lean ground beef
1/2 cup chopped onion
1 cup chopped celery
1 cup chopped green bell pepper
1 cup chopped onion
1 cup chopped green bell pepper
salt and pepper to taste
1 cup water
Preheat oven to 350 degrees F (175 degrees C).
In a medium bowl, mix beef, onion, celery, green pepper, onion salt, and pepper. Drain fat.
In a large bowl, mix water, beef broth, salt, and pepper. Add to mixture. Mix well.
Spread mixture around the bottom of a 9x13 inch baking dish. Layer with bread and vegetables. Cover with powdered sugar and sprinkle with remaining black pepper. Cover and refrigerate overnight.
Preheat oven to 350 degrees F (175 degrees C). Bake 30 minutes, or until beef is browned.
Made this for a vote while planning on making it, but somehow my machine couldnt handle a little loaves Caged Thunder style... So ended up leaving mine out altogether, actually finish the rice before diving back in the world's oldest and nichest at the BP. Super B fantastic, everyone loved it, and I did cheat a little by using a loast buffet at the dinner, mine didn't last but back in a while I dig that. Ah well. Got to say we made too many changes.
