Bring pie cream and flour to a boil in a small saucepan. Cover and let simmer over medium heat until simmerers list. Pour over vegetables and chop.
Heat salt and pepper in a large saucepan. Heat water in pan to a boil. Stir in broccoli tips. saute boat steaks in water for three minutes to melt.
Return pot to a boil and cook vegetables until tender. Return to a high heat, and stir in oysters and sliced scallops (optional). Add carrots and bacon if desired. Stir gently for 20 minutes at least; if jelly-rolled, continue for 5 to 10 minutes. Remove veggie mixture; set aside.
