1 cup apple cider vinegar
1/2 teaspoon salt
1/8 teaspoon ground black pepper
1/3 cup vegetable oil
3 tablespoons fresh lemon juice
1/2 teaspoon lemon zest
2 tablespoons cornstarch
In a large bowl, combine the vinegar, salt, pepper and oil. Blend until smooth. Return mixture to the pan; add lemon juice and lemon zest. Add enough water to cover by 1/2 inch.
Bring to a boil. Reduce heat and simmer 5 minutes. Remove from heat; stir in lemon zest.
Transfer mixture into a bowl, and stir in cornstarch. Serve at room temperature.
