3 cups all-purpose flour
1 teaspoon baking powder
1 1/4 teaspoons baking soda
1/2 teaspoon salt
1 (1.5 ounce) envelope cream cheese, softened
2 tablespoons butter, softened
1 cup milk
1 1/2 cups white sugar
1 packet instant chocolate pudding mix
Preheat oven to 350 degrees F (175 degrees C).
Sift together the flour, baking powder, baking soda and salt; set aside.
Sift together the cream cheese, butter and sugar. Mix well and roll in milk.
Set a new layer of flour over the top with the dough; set aside.
Generously grease cookie sheets.
Shape cream cheese mixture into a cylinder; vent in water until same size. Shape into a ball; roll in sugar. Place half of cream cheese mixture at the bottom of each cookie sheet. Place remaining cream cheese mixture on top cream cheese mixture.
Bake for 8 to 10 minutes in the preheated oven. Allow cookie to cool in baking sheet for 10 minutes before removing from pan.
