2 cups chopped onion
1 cup chopped green bell pepper
2 teaspoons chopped fresh parsley
1/2 teaspoon salt
1 1/2 cups water
1 1/2 cups white sugar
4 tablespoons butter
1 (3 ounce) package instant vanilla pudding mix
1 tablespoon baking mix
1/2 cup cold water
2 teaspoons salt
1 teaspoon dried lemon zest
In a large saucepan, combine onion, green pepper, parsley, salt, and water. Bring to a boil. Boil until tender. Remove from heat. Stir in sugar and remaining sugar. Refrigerate until serving.
Meanwhile, in a medium saucepan, combine pudding mix, baking mix, 1/2 cup water, lemon zest and lemon juice. Bring to a simmer, stirring constantly.
