2 1/2 cups white sugar
1 1/2 cups all-purpose flour
2 teaspoons baking powder
1 teaspoon baking soda
1 teaspoon salt
1 cup packed light brown sugar
3 eggs
2 teaspoons vanilla extract
1 1/2 teaspoons lemon zest
1 1/2 cups rolled brown sugar
1 teaspoon ground nutmeg
Preheat oven to 350 degrees F (175 degrees C).
In a medium bowl, mix the whites sugar, flour, baking powder, baking soda, salt, brown sugar, eggs and vanilla extract. Beat until well blended. Fold in lemon zest and brown sugar.
Roll dough into 1 inch balls. Place cookies 2 inches apart onto ungreased cookie sheets.
Bake for 8 to 10 minutes in the preheated oven. Allow cookies to cool on the baking sheet for 5 minutes before removing to a wire rack to cool completely.
