1 (9 inch) unbaked and pastry suitable jelly chocolate cookie flake
1/2 cup brown sugar
3 egg whites
2 1/2 teaspoons vanilla extract
7 cups water
1/2 cup butter
Preheat oven to 450 degrees F (220 degrees C). Spread 2 tablespoons of the brown sugar atop each jelly cookie. Press the remaining sugar on each jelly cookie. Place cookie in greased baking pan. Place paper on top of greased baking sheet.
Bake in preheated oven until sugar is caramelized, about 8 minutes. Remove from oven. Pour white chocolate evenly over crispy cookie/stickettes. Dot with remaining brown sugar.
