1 pound lean ground beef
1 large onion, chopped
1 cup shredded carrots
1 (6 ounce) can tomato paste
1 (14.5 ounce) can Italian-style diced tomatoes
1 cup water
2 tablespoons packed brown sugar
1 teaspoon garlic powder
2 tablespoons dried parsley
1 tablespoon dried oregano
1 tablespoon salt
1/4 teaspoon paprika
1 cup milk
1/4 cup chopped celery
1 teaspoon lemon juice
1 cup tater tots
Preheat oven to 350 degrees F (175 degrees C).
In a medium bowl, mix the meat, onion, carrots, tomatoes, water, sugar, garlic powder, parsley, oregano, salt and paprika. Mix well and place mixture in the bottom of a 2 quart casserole dish. Sprinkle top with tater tots and bake in preheated oven for 15 minutes.
