1 1/2 cups butter, softened
1 cup white sugar
1 cup packed brown sugar
1 teaspoon vanilla extract
1 teaspoon baking soda
1 cup all-purpose flour
1 tablespoon baking powder
1/2 teaspoon baking soda
1/2 teaspoon salt
2 eggs
1/2 cup milk
Preheat oven to 350 degrees F (175 degrees C). Line cookie sheets with parchment paper.
In a medium bowl, cream together butter and brown sugar until smooth. Beat in brown sugar, stir in vanilla and baking soda. Combine flour, baking powder, baking soda, baking soda and salt; stir into first 5 ingredients. Mix cream and sugar together into a thick batter. Fill cookie sheets with batter.
Bake for 8 to 10 minutes in the preheated oven, until golden. When cookies are cool, remove from cookie sheets. Let cool completely on wire racks.
To make the frosting: In a large glass or metal stainless steel bowl, beat eggs with milk until well mixed and add brown sugar, vanilla and remaining 1/2 cup brown sugar. Beat with electric mixer or stand mixer until light and fluffy. Fill with chilled cream cheese and butter. Chill.
