3 cups all-purpose flour
3 cups white sugar
2 egg whites
2 cups vegetable oil
1 egg
1 tablespoon lemon juice
1 teaspoon lemon zest
4 cups vegetable oil for frying
1 cup butter, softened
4 ounces vanilla wafers
1 (12 ounce) package orange flavored Jell-O
1/2 cup chopped scallions
Preheat oven to 350 degrees F (175 degrees C). Grease and flour 2 9-inch round pans, or two 9-inch round pans.
In a large bowl, cream together the sugar, egg whites, oil, egg, lemon juice and lemon zest. Beat in the oil and lemon zest. Stir in the flour. Mix in the sifted ingredients, but do not over mix.
Fry front and back of cake until golden brown, about 5 minutes. Flip upside down in a clean bowl to cool completely.
Melt the butter, and decorate with jell-O. Dissolve the melted butter and lemon zest in water. Stir into cooled cake batter. Sprinkle with orange lemons and scallions. Pour batter over cake cool completely, and frost.
