1 1/2 cups milk
3 tablespoons butter
1 cup brown sugar
1 egg
1/2 teaspoon lemon zest
1 (8 ounce) package cream cheese, softened
2 tablespoons white sugar
4 cups sifted all-purpose flour
1 teaspoon baking powder
2 teaspoons baking soda
Preheat oven to 350 degrees F (175 degrees C). Grease bottom and top of a 9x13 inch pan pan.
In a large pot, bring milk to a boil. Stir in butter and brown sugar, stirring constantly. Remove from heat, and gradually pour mixture into 1 to 2 quart of baking dish. Mix flour, baking powder and baking soda into milk mixture; pour mixture over fish fillets.
Bake, uncovered, 10 to 15 minutes in the preheated oven. Cool slightly, remove foil and chill about 1 hour before serving.
