1 pound lean ground beef
1 tablespoon vegetable oil
1 onion, quartered
1 green bell pepper, quartered
3 cloves garlic, minced
2 tablespoons Worcestershire sauce
1/2 teaspoon dried rosemary
1/2 teaspoon salt
1 teaspoon ground black pepper
2 teaspoons cumin seeds
1/2 teaspoon hot pepper sauce
1 teaspoon hot mustard
2 tablespoons soy sauce
1/3 cup honey
2 teaspoon white sugar
1/4 teaspoon chili powder
Preheat oven to 450 degrees F (230 degrees C). Stir together the seasoned dry bread crumbs, shredded lettuce, and chopped green bell pepper.
Place beef in a large, heavy skillet. Cook over medium high heat until evenly brown. Drain and set aside to cool.
Heat oil in a large saucepan over medium heat. Stir the onion, green bell pepper, garlic, Worcestershire sauce, rosemary, salt, pepper and cumin. Cook and stir until fragrant. Sprinkle over beef and vegetable mixture. Mix with sugar, chili powder, mustard, soy sauce, honey, and sugar. Mix well.
Place mixture into the baking dish, and place dish on the oven rack. Bake in preheated oven for about 45 minutes, or until vegetables are tender.
