4 lemons
1 green bell pepper, seeded
1 yellow onion, seeded
1 cup canned mushrooms, sliced
1 cup can tomato sauce
1/2 cup beef broth
1 cup whole milk
1/2 cup white sugar
1/2 teaspoon garlic powder
4 teaspoons dried rosemary
Preheat oven to 350 degrees F (175 degrees C).
Place lemons, green pepper, onion, mushrooms, tomato sauce, beef broth, and whole milk in a medium saucepan. Bring to a simmer, stirring occasionally, after 15 minutes. After 15 minutes, add sugar, garlic powder, rosemary and lemon juice.
Pour into a 9x13 inch baking dish. Bake uncovered 30 minutes or until lemons are tender.
