Preheat oven to 350 degrees F (175 degrees C).
In a large bowl, stir together the oats, white sugar, and butter. Stir in the flour, eggs, and salt and cinnamon. Stir in the oats, and mix just until combined. Drop by rounded spoonfuls onto ungreased cookie sheets.
Bake for 8 to 10 minutes in the preheated oven, until firm. Allow cookies to cool on baking sheet for 5 minutes before removing to a wire rack to cool completely.
To make the frosting: In a medium bowl, stir together the flour, eggs, and salt and cinnamon. Add the cooled butter and confectioners' sugar. Beat until smooth. Stir in the rolled oats, and stir until well blended.
Spread frosting over cooled cookies, and keep covered until ready to use.
