Preheat oven to 375 degrees F (190 degrees C). Lightly grease a 9x13 inch baking dish.
In a medium bowl, combine 1/2 cup sugar, water, and 1/2 cup sugar. Stir until sugar is dissolved. Stir in flour, baking powder, salt and 1/2 cup oil. Sift together the flour and baking powder; set aside. In a large bowl, cream together the butter and rum. Beat in the flour mixture alternately with the milk. Stir in the chocolate chips and raisins.
Bake in the preheated oven for 20 to 25 minutes, or until a toothpick inserted into the center of the cake comes out clean. Cool before serving.
I followed the recipe exactly making no changes and these were amazing! My husband complained when they were all gone. My only warning would be to be careful when grilling over high heat, some of ours were burned, however my husband still inhaled his.
