2 cups rolled oats
1 cup white sugar
1/2 cup brown sugar
1/2 cup butter, melted
1 cup water
1 teaspoon vanilla extract
1 cup milk
1 cup sweetened condensed milk
2 tablespoons all-purpose flour
1 teaspoon baking powder
Preheat oven to 350 degrees F (175 degrees C).
In a small bowl, stir together the oats, white sugar, and brown sugar. In a medium bowl, whisk together the melted butter, water and vanilla until all ingredients are thoroughly combined. Stir in the milk, and add to the milk mixture. Stir in the flour, baking powder, and vanilla. Bake at 350 degrees F (175 degrees C) for 30 minutes.
