Preheat oven to 350 degrees F (175 degrees C). Grease cookie sheets.
In a medium bowl, stir together the oats, brown sugar, water, and 1/2 cup of butter. Stir in the remaining 1/2 cup butter, 1/2 cup white sugar, and 1/2 cup brown sugar. Combine the flour, baking soda and salt; stir into the dry ingredients. Drop by heaping spoonfuls onto the prepared cookie sheets.
Bake for 12 to 15 minutes in the preheated oven, or until a toothpick inserted into the center comes out clean. Allow cookies to cool on baking sheet for 5 minutes before removing to a wire rack to cool completely.
