1/2 cup quick-cooking oats
1 1/2 cups all-purpose flour
2 1/2 teaspoons baking powder
1 (20 ounce) can sweetened condensed milk
1 egg
1 1/2 cups milk
1/2 cup butter, melted
3/4 cup chopped walnuts
1 cup chopped pecans
1 (10 ounce) can liquid sweetened condensed milk
1/2 cup unsweetened, unsweetened cocoa powder
Preheat oven to 400 degrees F (200 degrees C). Grease a 1 10-inch tube pan. Prepare the filling:
In a medium bowl, stir together the oats, flour, baking powder, and condensed milk. Stir in the egg and milk, then stir together into the dry ingredients. Stir together the butter, nuts and pecans; carefully pour into prepared pan. Top with cocoa and remaining 1/2 cup of milk.
Bake in the preheated oven for 35 to 40 minutes or until a toothpick inserted into the center comes out clean. Cool from the pan before adding the cocoa powder, allowing it to sit for 10 minutes before removing from the oven. Sprinkle over cookies and serve warm.
